Democracy is ultimately about the sovereignty and political equality of citizens, and the institutions of accountability that are undergirded by a culture of respect for the rule of law. If free balloting were the essence of democracy, the May 15, 2005 Ethiopian legislative elections are “foundational” enough to be hailed as a turning point in the making of Ethiopian democracy1. Berhanu Abegaz

is Professor of Economics at The College of William and Mary in Williamsburg, VA, USA. He specializes in development economics and comparative economics. He is the author of Manpower Development Planning: Theory and an African Case Study (Avebury Press for the University of Warwick, 1994), has edited two volumes and published several articles on the Ethiopian, African and Chinese economies.
