17 - Anti-Aids Drugs in South Africa: An Argument for Global Community

Résumé
Ces dernières années, la question de savoir comment fournir des médicaments contre le sida aux pays en développement a été portée au premier plan du débat international et national. Cette question revêt une importance particulière pour l'Afrique subsaharienne alors que les taux de sida deviennent incontrôlables, menaçant de faire exploser les budgets des systèmes de santé fragiles et sous-développés de certains des pays les plus pauvres du monde. Le débat sur les médicaments contre le sida a attiré beaucoup d'attention de la part d'une variété d'électeurs, y compris les sociétés pharmaceutiques multinationales, les gouvernements nationaux, les organisations internationales et les organisations non gouvernementales. Le résultat le plus notable du débat a été la création apparente d'une nouvelle communauté mondiale. Composée de divers groupes de défense et d'individus, cette communauté a poussé le débat sur les médicaments contre le sida au-delà du modèle westphalien traditionnel d'interaction entre les États-nations et a créé un modèle de démocratie participative mondiale.
