Résumé

De façon intuitive et non moins empirique, nous pouvons affirmer que, dans le cas du continent noir, le lien causal entre le développement et la santé est bidirectionnel voire cyclique. Plusieurs études montrent que le progrès économique a des impacts positifs sur la santé. Par ailleurs, l’impact de la santé sur les performances économiques, dans les pays africains comme partout ailleurs, n’est plus à démontrer. A la racine des faibles performances des systèmes de santé en Afrique, se trouve l’épineuse question de la pauvreté doublée de la mauvaise gouvernance dont les racines sont structurelles et contextuelles. Les conditions sociales dans lesquelles vivent les populations représentent un danger majeur pour leur santé. Ces conditions socio- environnementales sont la cause fondamentale des problèmes de santé en ce sens qu’elles exposent les populations aux intempéries de l’environnement et aux pathogènes, déterminent l’accès aux ressources favorisant le bien-être et influencent la liberté de choix. Il apparaît donc que la promotion de la santé publique ne peut être réduite aux seules interventions cliniques, mais à l’organisation de la vie sociale et à ses impacts sur la santé. Aussi, une analyse biosociale des questions de santé publique s’impose-t-elle comme un moyen permettant de déceler les logiques de production de la maladie dans leur complexité et de formuler des réponses conséquentes afin d’oser des changements radicaux tant sur le plan de l’élaboration des politiques de santé que sur celui de l’application des politiques sociales. Les politiques de développement pourraient donc servir de socle à l’amélioration des conditions de vie et des performances du système de santé si les initiatives visant le progrès économique des pays africains favorisent l’accroissement de la richesse et de l’égalité civique, accordant ainsi une place de choix aux dispositions légales et sociales qui promeuvent la bonne gouvernance et favorisent la participation des citoyens à la gestion de la res publica.
