3 - Reality Checks: The state of civil society organizations in Ethiopia

Résumé
La littérature générale sur l’état de la société civile (OSC) en Ethiopie donne l’impression que
les OSC ont été rendus par le dysfonctionnement loi restrictive adoptée en 2009. Bien qu’une
attention considérable a été accordée aux effets dévastateurs de la loi sur les droits de l’homme
des groupes, les réussites de l’écrasante majorité des organisations qui participent à l’élaboration
et de la prestation des services ont été négligés. La loi ne prévoit de limiter l’espace pour les
OSC qui travaillent sur les droits de l’homme et de la gouvernance et il est légitime et éthique
de contester les dispositions restrictives sur le plan constitutionnel, juridique, morale et/ou pour
des raisons pratiques. Cependant, il est tout aussi important de reconnaître la continuité des
opérations de nombreuses OSC, leur contribution aux priorités de développement national, leur
capacité d’innovation dans le traitement des questions relatives aux droits de l’homme sensible,
le rôle des donateurs pour soutenir les OSC et les réponses du gouvernement à la demande d’un
environnement plus favorable. Le présent document contient des arguments contextualisés
basés sur des données empiriques que la réalité sur l’état actuel de la société civile en Ethiopie.
