Résumé
Ce document fournit une analyse du projet de programme global de développement rural du gouvernement sud-africain. il se concentre sur la transformation agraire, une composante du programme. il demande si le potentiel existe dans les zones communales qui peut être exploité pour débloquer et se traduire en avantages tangibles pour les populations relativement importantes dans ces zones. Une telle question est nécessaire, soutient-on, pour permettre une analyse des fissures structurelles agraires et des clivages émanant du colonialisme et de l'apartheid.
